Now, when Google Play shows, if device is GMS certified and Ulefone (and many other small producers) phones are not certified, I would to ask Ulefone, why the phones appears as uncertified.
Hopefully there will be no actions against uncertified phones using Google apps (in worst case I can switch back to my certified Huawei phone), maybe Google just want to let people know, if phone is tested to comply with Android standards and Google proprietary apps are installed legally?

Yeah, it's there, Play Store v7.6.08.
Settings, scroll to the bottom, Device Certification: Uncertified

Looks like a 'tax' Google wants to impose.
Btw, bigger (Chinese) brands like Meizu are also not "certified':
